Mr. Alwyn Nicely has been a committed public servant for the past 17 years. A skilled Information Technology professional, he is a strategic critical thinker who brings interest and experience to the fields of Security Planning, Procurement and Management and the application high-integrity cross border security initiatives. Mr. Nicely joined the Jamaica Customs Agency in 2009 and took up the reins of the Cargo Imaging Unit (CIU), with responsibility for the Non-Intrusive Inspection Programme. Under Mr. Nicely’s stewardship, the CIU has expanded to establish offices and install new inspection equipment in Montego Bay with scanning units and offices being installed at the Seaboard Warehouse and the Sangster International Airport.

In 2012, Mr. Nicely was appointed Director of the Contraband Enforcement Team(CET). Staying true to his belief, that only by collaboration can we realize success in enforcement, Mr. Nicely focused on strengthening the relationship between local and international partners.

Mrs. Karlene Henry assumed the position of Deputy Commissioner of Customs - Operations, effective June 1, 2014. This position entails directing and overseeing the Jamaica Customs Agency’s operations which includes administration of the Customs Act, Regulations and related Legislations of other Government Departments and Agencies. She is also responsible for Revenue Collection and providing Trade Facilitation.See more.

Mrs. Henry has been employed to the Jamaica Customs Department for over thirty two (32) years. She has held several positions including Collector of Customs - Kingston, Excise Inspector, Invoice Inspector, Customs Officer (sea and airport), Supervisor, Information Officer, Director - Queen’s Warehouse and Revenue Accounts.

Mrs. Henry is a Justice of the Peace and has been trained in the Customs and Excise Training of Trainers Programme, Systems Acceptance Testing, Supervisory Management and Port Facility Security Officer (PFSO). She completed her MBA in International Business with distinction and is also a Fellow Chartered Accountant. She holds an AAT Certificate and is a past student of St. Hugh’s High School. She is proficient in Tariff Classification, Customs Laws and related Acts, Accounting and Auditing.

She has lectured on the Customs Line Officers’ Course, Cashiers’ Training and Customs Brokers’ Association Training Course. She currently lectures at the Caribbean Maritime Institute (CMI). Mrs. Henry also held the position of President of the Campion College Home School Association, Chairman of the Customs Staff Welfare Association and Vice Chairman of Vaz Preparatory’s Parents Teachers Association.

Mrs. Henry sat and still sits on several internal and external Boards and committees. She is presently the Chairman for the Customs Brokers’ Licensing Advisory Board (CBLAB), the Quality Assurance Committee, Authorized Economic Operator (AEO) Committee, Human Resource Committee, Overtime Committee, Write - Off Committee and the Modernization Programme Office (MPO) Committee. She is also Vice Chairman of the Jamaica Customs Agency’s Disciplinary Committee.

Mrs. Henry has two wonderful children and enjoys listening to music, planning events and dancing. She is committed to her work and strives to achieve the very best.
